A White Paper is the final policy document. It often makes recommendations for the legislation required to implement the policy. It may be preceded by a draft white paper, a green paper and a discussion document. The South African government published many white papers in the 1990's. These continue to be complemented by and supplemented by other policy documents, strategies, plans and frameworks. There are many policies that are relevant to social development.
