Legal Basis

'Since 1993, the Treaty establishing the European Community includes a legal basis on youth. Since the Treaty of Lisbon the legal basis for youth policy is the new and extended article 165 TFUE [Treaty on the Functioning of the European Union] which, foresees that the EU action shall be aimed at […] "encouraging the development of youth exchanges and of exchanges of socio-educational instructors, and encouraging the participation of young people in democratic life in Europe".'
